Thumbs down My Ugly Lawn

I just moved into a new house and the lawn is a complete mess. There are patches of brown areas that look as though somebody used weed killer, which also killed the grass. The lawn itself is thin, pale, and rough; it is not comfortable to walk on with bare feet and there tends to be places along the lawn that have some type of weeds that have stickers. I would like for my children to be able to play out on the lawn without getting stickers in their feet. What is the best time to sow new grass and after I do this, what should I do to protect it? I would like to have a lush, green lawn, but right now all I have is a brownish, thin, weed infested lawn. Can you suggest a more suitable type of grass that I can sow to make my lawn thicker and softer to walk on?
